There is a lot of skepticism from transit operator board members about changing the foundation of transit operations during this time period. They understand the motive but they, like myself, are concerned about the impacts and outcomes of overreach by a regional or state control. It sounds like they're on board if the revenue is guaranteed... but its hard to conceptualize why.

It would be really great if they could make it law that buses need to be able to get between SF and East bay quicker. But the problem isn't really the bridge as much as enforcement of existing HOV lanes. Unless the state is willing to punish drivers more heavily whatever they come up with for buses will be used by automobiles and continue being congested.
