11-6-18 MTAB Item 13 Presentation regarding the TNCs and Congestion report
The full TNC congestion report from the county Transportation Authority. Basically they do find that TNC are at least 50% responsible for the "increase" in congestion since 2010. Its fairly hard to turn that into a great talking point - congestion would still be worst without TNCs but it would be half as bad as it could have been.

11-6-18 MTAB Item 12 Traffic modifications - Townsend Corridor Improvement Project
Adding Bikeways to Townsend between 3rd and 8th. It looks like they're doing something different with townsend whereas the bike path appears to be separated from the roadway by the sidewalk rather than sharing the street(at least along the caltrain railyard).
